If you’re a Nepalese student planning to study abroad, one of the most important documents you’ll need before starting your visa application is the No Objection Certificate (NOC) issued by the Ministry of Education, Science and Technology (MoEST), Nepal. This official letter serves as the government’s formal permission for students to pursue higher education outside the country. It is only provided to students pursuing academic courses recognized by the Ministry.
What is an NOC?
A No Objection Certificate (NOC) is an official letter from the Government of Nepal that states it has no objection to a citizen studying a specific course at a foreign institution. It is required primarily to facilitate foreign exchange transactions (paying tuition fees and living expenses through a bank) and to confirm that the student’s intention to study abroad is known to and approved by the government.
Why Do You Need an NOC?
- To show proof that the Nepalese government approves your study plan abroad.
- As a required document for visa applications to many countries.
- To open an educational foreign currency account at a bank.
- To transfer tuition fees and living expenses to the foreign university.
Eligibility Criteria
To apply for an NOC, you must:
- Be a Nepali citizen.
- Have received an offer or acceptance letter from a foreign educational institution.
- Be planning to pursue higher education (Bachelor’s, Master’s, PhD, etc.) abroad.
- Have all your academic and identification documents ready and verified.
Submission of NOC Application (online)
- Register online at https://noc.moest.gov.np
- Fill out the application form and upload the required documents.
- Submit the application and pay the processing fee (typically through eSewa or another digital payment method).
- Wait for verification and approval.
- Once approved, download and print the NOC.
Tip: The system may ask you to appear in person to verify documents or collect your NOC if necessary.
Submission of NOC Application (in-person)
- Collect the NOC application form from the MoE distribution centre or download it from the MoE website and fill it.
- Verify the duly filled form from the verification counter.
- Pay the No Objection Certificate application procession fee (NPR 2000).
- Collect the proof of payment slip and the verified application form to the NOC registration section, where you will be allocated a unique number.
Validity and Use
- An NOC is typically valid for a single course and institution.
- If you change universities or courses, you may need to apply for a new NOC.
- Keep multiple certified copies of your NOC for bank and visa purposes.
